Default Bumper alignment

My front bumper sits in closer on one side than the other. The bumper itself has no visible dents or damage. I crawled underneath and looked it over and it appears that the frame/bumper bracket is bent inwards a bit. Would it be as simple as cutting out a piece of steel plate and cutting some holes to bolt it to the frame, and tighten the bolts to straighten out the frame?

Why not just take the bumper off and pound the bracket back into shape with a BFH or a smaller hammer and dolly?
