Broken off bolt in front swaybar mount

Was trying to remove my front sway bar to drop the axle some more for work I'm doing on my 94 Cherokee and I broke off a bolt in the sub frame where the bar is mounted on the passenger's side. I'm wondering a few things. I did this same thing on a rear leaf spring mount a few days ago, and I had to punch a hole in the frame rail to get to the inside where the nut was to put a new bolt in. Am I going to have to do this for the front as well? I don't think I can access the inside of where it mounts. Is there a nut inside the frame that the bolt threads into? I'm betting yes. 



I may try to drill it out and save the threads... my only option kind of.

I did the same thing when I was putting new swaybar bushings in and I tried to drill and extract the broken bolt but I broke off the extractor in the bolt ( no fun) so I just welded a washer to what was showing on the broken bolt and then a nut to that washer let it cool hit it with a little PB and it backed out
