Default breaks grabbing

i have a 93 country 4.0 4wd. some times(more often lately) at speeds from about 1-25mph my breaks will grab hard on the drivers side rear tire. sometime it feels like my axle is going to fall off it grabs so hard. i know it has to be a break issue(only happens when breaks are applied) but would like some other opinions before i start tearing them apart. i at first thought it was my brakes getting wet (because it will be fine for a couple of days and then when the ground is wet it acts up) so i took a look and i was missing a rubber seal which i replaced(did not solve the problem). the other issue is that it could be wet just one day and they will act up for the next couple days.

It means your passenger side caliper is not working right if its pulling to the drivers side like that.

Have you pulled the drums and looked? Could be contaminated pads, broken/missing hardware, all sorts of things.

Right
My guess axle grease or brake fluid (seal or wheel cylinder)

No calipers on rear.

My `97 rears would grab but only on gravel roads. Just needed adjustment. In any case you need to remove both rear drums and inspect. Especially for grease or oil on the drums or pads. Basic maintenance.

Are the drums within spec?

I recently had this happen on newly installed shoes. This may not be your problem but I thought I would share. I re adjusted but it wasn't untill I re bled the brakes again that the problem went away. I was reading that air in the lines can cause this problem.

As suggested, start by taking the drum off and see what's going on.
