Worn out brake, especially fronts will make the fluid level appear low when the pistons in the front calipers are fully extended. When you push pistons back in for new pads more than likely your master cyl reservoir will now be over full. Get new brakes on it, pump pedal a few times to seat pads and recheck level. Once you get that squared away check to see if pedal seems firm or soft. Also, hold firm pressure on pedal and see if pedal seems to drop slowly or holds. If it holds and doesn't feel soft you should be good to go.

Open the bleeder on the caliper before you push the piston back. Let the fluid come out there. It's not a good idea to push the fluid back up into the master cyl. Also you don't have a slave cyl. on a brake system. You can have a clutch master cyl. and a clutch slave cyl. on a hydraulic clutch system. If you continue to lose fluid you have a leak some were regardless how bad the brakes are. Look and you shall find. By the way the booster itself can not leak fluid. It's just a vacuum chamber. No fluid in it.

I appreciate all your thoughts on this matter. I have checked over the last couple of days and it looks like I am not leaking any brake fluid and the brake pedal seems to be functioning fine. I did check out my pads and shoes and they are in need of being replaced. looks like that was the culprit.

You may have trapped air in the system.
If your brakes require pumping to get firm the you most likely have air trapped in the lines from when the fluid got low.

my pedal goes to the floor to stop, like no resistance till an inch off the floor and then enough to stop. i found out that if i have to stop in an emergency i am not going to make it. any idea on which it is, the booster or hte master cylinder?
if i brake slowly then the brakes start working up high, like normal. if i step on them quickly, the pedal hits the stop and jeep slowly stops. no tire locking up or anything and takes a long ways to stop.
i don't know how to tell which one is gone but i kind of think its hte master. i am missing no fluid and it never drops at all. i have not had to add fluid once yet.

thinking its the master cylinder. if i have hte jeep off and pump the brakes, they hold and when i start the jeep, they drop to the floor, like everything i have read says they should.
