brake light problem

I have a 1998 XJ.The problem goes like this, step on the brake and all parking lights come on.Turn on parking lights and u get power to the brake lights.I unpluged the rear harness, the brakelight switch and same thing. Also took out trailer plug.Where else does brake~tail come in contact.

The cancel cam (blinker switch) inside the column. Sounds like short to power. I'd suspect the headlight switch before the cancel cam.
