Default Brake light issues, switch not the problem

1989 XJ laredo, automatic

My brake lights always are on when the battery is plugged in and the stop/hazard fuse is in. I have tried the following with no change:

- removed the switch and nothing changed, even jumped the switch connector.

- disconnected headlight switch

- removed the flasher tube (the one for left, right, hazard)

so should I be looking for a wire that a mouse bit through, or a relay?

Have you tried pulling up your brake pedal all the way. Mine use to depress but stay down to a point where the brake lights were still on. I had to pull the brake pedal up a lil more

Yeah, I have ruled out the brake light switch by pulling it up, disconnecting it and jumpering it.

Thanks for the input
