brake issues

Hi, just got a 96 Cherokee sport with a 4.0l auto. Took the wheels off to check rear brakes and the drums were stuck on and were shot and so were the shoes and everything else. So it has everything new for rear brakes inc. wheel cylinders. Front also has new pads. Now my problem... rear brakes will work in 4hi and 4lo but barely hold the wheels in 2hi. I had it on the lift and got somebody to check the wheels and they could grab and spin both rear wheels in 2hi, but won't budge in 4hi or lo.I removed the abs relays and that didn't do anything. Any suggestions or anything I should look at?

Check to make sure you have the shoes on correctly and make sure they're adjusted correctly. You should also make sure the wheel cylinders are not seized.

I know the brakes are all on right took pics right after I took the drums off and my dad looked at them and adjusted them..he has been a mechanic for ever. Wheel cylinders are all new.
