Did a search, with no luck so here goes:

1999 Cherokee w/249K miles
Had 2" lift done in 2004
Ran 31"'s on it since
Has Rancho Shocks & w/one replacing the original steering dampner shock

At ~200K, when driving at highway speeds (40+ MPH) and hit the right bump in the road the steering wheel shakes violently to the point I have to slow down/pull over to stop this action.

Went from the 31"'s back to stock and back, to no avail.

Here's what has been replaced since then:

U joints
Drive Shaft(s)
Inner/Outer Front Wheel Bearings
Upper/Lower Ball Joints
Tie Rod
Drag Link
Upper/lower Control Arms
Pitman Arm
Multiple Alignments
Multiple Wheel Balances
Coil Springs (front)

Have I missed anything?

How are your front shocks? Driving w/o front shocks or bad front shocks is like trying to drive a pogo stick.

 

track bar! check the bolt hole where it mounts on the axle (could be ob longed or loose) and check the tie rod end up on the uni body

 

sounds like you are experiencing death wobble. your track bar is a likely culprit.

 

The Rancho's were replaced last Friday and the track bar ~15 months ago. Will re-check it tho'.
