Blinker problems. help please

Ok i have a 2000 cherokee sport, having blinker problems. You all know how when you put your blinker on it makes a clicking type noise in the dash ( kind of like how the flasher clicks) anyways mine will work for a blink or 2 but them stops and makes a weird buzzing type sound and blinker wont work, it kicks in and out, and once in a great while works normal for a few blinks then it does goes out and buzzes then blinks and goes out. all the noise is coming from the cluster or right in that area. any ideas?? Or could the flasher be bad in the fuse panel on lower kick panel passenger side??
Another thing does anyone have a diagram of what fuse is what in that fuse panel?? you pull the lid normally there's a diagram or label as to what fuse is what but it says nothing, operators manual say look on panel but panel says look at operators manual and my hayes service manual doesn't give me anything either, all it says look on fuse cover panel, which on there says refer to operators manual. so if anyone has a diagram or label as to what fuse is for what and what amperage would be extremely appreciated

if it still works even only for a little it shouldnt be the fuse.
