Just an idea and im sure someone will come up with something better but for the handles you could remove them, clean them very well and clear coat them. As for the seals. Replace em?

I'd suspect someone put a "back to black" type product on there - I've never seen or heard of black paint seeping like that. Another vote for giving them a good clean.

If you clear them you'll seal them and shouldn't have any weeping as long as you clear them completely (all sides) it's like putting an encasement around the stuff that's leaking off. If you do just hang them and screw the bolts back into the handle a little use that to hang them so you get full access to spray em. Spray paint should work too anything that will stick and cover should take care of it. As for the weeping residue you should be able to buff that out with a decent rubbing compound.

Clear coat can discolor and start to flake off in time also.

straight bleach scrubbed with a sponge in and hosed off IMMEDIATELY will clean the paint. that's the seals deteriorating and causing the streaks, rather than the actual handle itself.
remove the handles, clean/replace the seals, clean the handles with some simple green or other degreaser, and paint them with bumper black pait then bolt them back on.
