The 703s you can get from a dodge neon and there is a member on here selling them I thinks is Programbo,The Tb you can get done by a few shops where you send them yours and they do the work or you can buy one, heres a link and some info about TB spacers too.http://www.go.jeep-xj.info/HowtoTBboring.htm

The only chip that do anything are Jet performance modules and they arent worth the money.Trust me I know I have one. Free flowing exhaust will be your best bet, and a true cai but that is kind of hard to do on an xj unless you with a cowl setup or snorkel. Throttle body spacers dont do anything but whistle, (I have one of those too) so if you decide to go this route your best bet is like everyone has stated a bored throttle body.

whats the need for the added hp?
kind of off topic but gunna say it cause its funny: (if you really need the hp go with diesel cause everyone would rather be cummin than strokin)

to be honest..i owned a 91XJ 4x4 4dr Laredo with the 4.0L HO and i have the 87XJ 4x4 2dr now with the 4.0L. I have never had a problem with power or offroading in either.
Whats the point if you really dont need it? freeing up factory restricted horsepower is one thing, but to gain 20hp at the wheels after hundreds of dollars invested could have gone to a perfectly built factory vehicle being upgraded with suspension and tires and bumpers.
my 91 had very smooth throttle and plenty of power to pull out lifted F150's and other trucks without hesitation. I even did tons of standing burnouts just for fun. Smooth flowing exhaust and a healthy stock system is MORE than enough if youre not racing it. Unless you need more power on the trails for torque, but thats gearing issues, not HP.

hey to each their own! Im a HP freak too when it comes to cars...but as far as an off road rig...if its got ***** from the factory like the Jeeps do, Im content. Now if I had money to waste..thats a different story!...
