Belt tension

In my 1988 4.0 I just swapped out my alternator in the driveway, in the dark and cold, with a headlamp, what could be more fun right?

Anyway I removed the old belt by loosening 3, 1/2" bolts on the power steering pump two on the front and one opposite one of the front ones which appears to be on a slot rather than a hole. Then I loosened the tensioner bolt until it almost came out the belt got loose enough to take off with some convincing but never really got loose. I put the new belt on and tightened up that tensioner bolt all the way in until it wont go in anymore and the belt never got really tight.

What am I doing wrong here its dark and cold maybe I am missing something obvious? Did I loosen something I shouldn't have on the power steering pump? Pictures would be of great help, obviously I don't have a service manual.

One picture is worth 1000 words.. so here's about 2000 ;)
If you look close at the pics, you only need to loosen C and B (fig. 6) or A in fig. 5 (rear view A is two bolts C & B) Kinda hard to see they're the same bolts at first.. Hope this helps :thumbup1:
