96 xj police pack with abs, when you push the pedle down it goes half way to floor then they grab hard "but i doesn't do it all the time" fluid level has not dropped and i don't see it leaking any where, i pulled the relay for the abs and it still does it but locks brakes "no abs" if anyone knows whats up your info will be appreciated thank you ahead of time

 

Does the brake booster have a good vacuum source without kinks? That is where I would look first.
