Default Auto tranny going wrong

Hi everyone!

My 89 XJ tranny had acted weird today. When it shifts from 2nd to 3rd at a consistently low RPM (I think that was at 2000rpm just at the point of shifting into 3rd), it seemed to be "undecided" and shifts back and forth (2nd to 3rd then downshifts to 2nd but upshifts to 3rd, then repeats that cycle) while at that engine speed. But if i step on the gas it goes all the way through to 4th.
Any clues ? I was thinking that the cable might be off or the throttle position control/sensor might need adjustment. Is there an adjust or testing method for these which i can read. Let us assume fluid level us good and is not the cause.

First off, check the fluid level and condition.

Then, adjust the TV cable
