Default Fuel Gauge was working then stopped.

89 Jeep XJ 4.0 4x4 auto.

I got this jeep and the fuel gauge worked. The jeep would not start. I changed fuel pump and it started but the fuel hand stopped working. It's pegged at Empty.

I took the fuel pump back out and had my cousin stand and watch hand. If I move bobber up it goes to Full, if I move to half way, you guess it, it's says 1/2. And obviously if I move it down it says Empty.

The thing is every time I put the fuel pump in the tank it drops to empty. I think the tank has around 1/4. I haven't put any gas in it since I put fuel pump because it doesn't have tag so I haven't drove it to store.

Will pumping gas in it make it start working or is it something else?

Never mind, I just went out and tried to get it to work again and when I turned key the fuel pump does not sound right. It made a high pitched sound and it cranked up then shut off.
