surging and bucking like it has low pressure. i did a 5 speed swap to my 97 and it looks like the 98 has a different part number for the distributor. i can't figure out what is different tho. both have the same cam, and cap and rotor part numbers. must be the software in the PCM and the way it reads something different in the distributor. i guess i'll try putting it in my jeep tomorrow.

No expert but I would say you are on the right track thinking PCM.

When does it surge and buck, when during a cold drive away (right after starting)? If so, I would suspect the upstream O2S. If the surging and bucking is constant after the engine warms up I would suspect the Throttle Position Sensor.

Do you have a Check Engine Light on? If you have constant surging and bucking I would think you would have a CEL on.

There's no different software n the PCM for the distributor.
