97 XJ AC issues

I have a 97 XJ with the 4.0, I have replaced the AC compressor and went to my HVAC guy to have him charge it with 134a. Now the problem is that I can't get the clutch on the thing to activate unless we bypass the relay and send 12 volts to it. Doing that It blows cold and functions perfectly. However if I try and plug in the AC relay nothing happens. Checked the relay it seems to work as intended (bought a new one and checked both with a meter while connected to power). When I go to plug the relay in with the AC turned on in the car if I do it in the right spot it will engage the clutch for less than a second and then disengage. It will not do this again unless I pull the relay out and try to put it back in the socket. I can't seem to find anything on the forums but would really appreciate any help with it being in the 90s this week here.
P.S. I can hear and feel the relays click when inserting them with the AC on.

low or high pressure switch? Did he hook gauges to it when charging or just shot a couples of cans that has the low pessure side gauge on it?

Yes we hooked gauges up to it and have checked both the high and the low switches. I could be absolutely wrong but the clutch wouldn't move at all if the switches were either seeing too much or too little 134a correct? Like I said if I run 12v from the battery to the spot in the PDC for the relay the clutch activates and the car blows cold air.

When we checked the switches they had continuity at the prongs for the switch and the connector had power, to me that would mean they are completing the circuit and therefore power should be flowing as intended but I'm going to school for ChemE not electrical.
