96 XJ shut off while driving - cranks but no start

96 XJ shut off while driving - cranks but no start
Have a 96 XJ with 200k on it.
It shut off while driving and would not restart.
Gas is good. Has fuel pressure in fuel rail - sprays out of the nipple on the fuel rail when pressed.
Replaced crankshaft position sensor - still cranks but does not turn over
tested the ignition coil and it gets:
- 8 volts on the power wire
- .14 volts on the signal and it doesnt seem to switch back and fourth
this seems to be off...
any suggestions on what to do next?
