94 XJ efan not working

Noticed my efan wasn't working no matter what. Went through everything and determined it's a ground issue with the relay because there was super high resitance on the ground leg. So my question is where does the efan relay slot on a 94 ground to?

The relay grounds to the PCM pin 31. How did you test it?

The PCM grounds the pin when it calls for the fan when the AC is on, or the coolant temp reaches around 190F.

Does it come on when you turn on the AC?
