94 cherokee wipers same speed in low or hi setting

94 cherokee wipers same speed in low or hi setting
Looked at int module, opened it up, it looked ok, replaced it 2x anyways, ZERO change, I removed it from he equation and clipped harnesses together direct. No change. Further testing found two things (before I got rained out):
1) I had same voltage coming thru on high & low settings to the wiper motor (seemed low would have been lower?)
2) with wiper arms removed (zero drag) it has a noticeable difference in speeds. And I tried to grab the splines to see if I could slow it down.. I was not able to make a difference by hand.
Thoughts? Direction? Bueller? Bueller?

If you get it figured out post it please. Last time I turned mine on I got the same problem. Forgot about it until I read your post.
