93 XJ running hotter than normal

93 XJ running hotter than normal
Bought a 93 XJ country a few months back and I've noticed that it runs a lot hotter than it should be. I'll drive it around town for a while (10-15 min) and I notice that the temp gauge reaches the red line, around 250, then it seems like the tstat opens up and it cools down to around 230. I went outside and topped the coolant off and it wasn't low at all. Fan also spins while the engine is running so I don't think that that would be causing it. Just wondering what's going on and how do I find out

The temperature sender or gauge may be bad, so the first thing you need to do is verify that you actually have an overheating issue. Go get one of those laser thermometers. Verify the temp by pointing it at the thermostat cover.
If the gauge is accurate, you probably need to just plan on a cooling overhaul: radiator, hoses, water pump, thermostat, fan clutch, etc.

First thing I'd do is verify the temp with IR thermometer. If it is really running that hot, then you've got issues in the cooling system to track down. If the IR shows it running at the correct temp, then its probably as simple as a temp sensor.
