The football in the bumper is your vacuum resevoir,it has a check valve in it,when you accelerate your engine vacuum goes to o,the check valve will keep you from loosing vacuum to your climate controller and cruise control, without it you would loose airflow to your vents, heater, etc everytime you step on the gas.
And it will effect your 4wheel drive the same way.

This may sound like a silly question, but why do so many systems rely on vacuum? I understand using it for braking, but what does it have to do with climate control and cruise control?
I want to upgrade my Jeep with more electronic systems (partly because I understand them better), but I need a better understanding of how it works now so that I can do it right.

Haven't had any problems, the only thing i noticed the other day it that I can't switch between the blower settings(defrost-heat) when the engine is turned off.

A month ago while wheeling I snagged my right front bumper on my tire and torn the corner half off. When I finished removing it, I noticed that my Vacuum Ball was missing and had been for some time. On my my to that location I noticed that my cruise control would not hold a constant speed. It would drop about 10-15 MPH.
I decided to plug the vacuum line with some tape over the end and then around the end.
On my way home the cruise control worked better but not perfect. I went to the JY and picked up a used ball for $5. Relocated it to the engine bay and now my cruise works like a champ.
I hadn't noticed that my vents weren't working properly but they are now and I can tell the difference.
Get a Vacuum Ball.
