4.10's will give you better gas milage than 4.56's and would be better for freeway driving. 4.56's will give you more power and would be better for lots of hills.
I would choose 4.56's but it's all up to you.
here's a chart that might help too

Since PA has a lot of hills, and the speed limit is only 65mph, I would definately go 4.56's... 65mph with 4.56's is only 2500rpm.
I'm in AZ, running 33's and 4.56's and ax-15... 75mph is the better part of 3000rpm. Running at 75-80mph I get over 18mpg, running at 65-70mph I get over 20mpg. At either speed, long hills on the interstate I can leave the cruise on and not loose speed... no need for downshift.
My rig see's 4hrs of non-stop 2600-2800rpm (with about 30mins at 3000rpm ea. way) twice a week and actually works really good at those rpm.
You will hear a lot of folks claim that 1st gear become useless... while it is true that I can pull from a stop in 2nd without slipping the clutch, or in 3rd with clutch slip I rarely do either... 99.9% of the time I use 1st gear and have no complaints with the shortness of it.
For off road there is no question, 4.56's.
Personally, I would leave 4.10's for the 30/31" tire... 32's/33's I say 4.56's.

After running 4.10's out of an old 4cyl xj in my 1990 I6 5spd with 33's I can say I was verry happy with that setup. So if your gonna stick with 33's then 4.10's should be good to go. If your gonna go bigger then gear for that.
If you do go with 4.10's I would use the front axle out of the 4cyl auto xj for factory installed 4.10's or get a newer front axle without the disconect and the larger u-joints and have 4.10's installed in that. Then go for a ford 8.8 out of a ford explorer for the rears. Will require an adapted u-joint to go between the stock xj driveshaft and the yoke plate on the ford. And requires relocation the spring purches and shock mounts.
