how does it work is it ingaged all the time or does it go free

It rotates all the time but when the oil/wax inside gets to a certain temp it engages mechanically to rotate faster

jeep is runing temp around 200 fan stops aver heats withen 1 min

Make sure your fan pulley/shaft bearing isn't seized like mine was.
