Default 2000 XJ no wipers

Hey guys, last weekend the front windshield wipers in my 2000 Jeep XJ stopped working. Originally I thought it may have been the 20 amp fuse located in the passenger side footwell, but after replacing the fuse I still have no wipers. When I have the wipers on from inside the Jeep, I can move the wiper blades by hand. The windshield wiper pumps were replaced last year as well, and my rear windshield wiper works fine. Any ideas on what to do?

Perhaps the motor. If you put the wipers on and try starting them by hand will it work? The correct way to test is to disconnect the wiper connector at the motor and with a test light or multimeter see if it's getting electricity when the wiper switch is on. But for me I knew it was the motor because I was able to get it started by hand when the switch was on.
I had to replace my motor on the my 99 xj (with only 75,000 miles on it)this past year.

So with the switch on, the wipers do not start when I start them by hand, and they do not move either when I would try and use the windshield wipers. I do notice today, it seems like the clock on my dash will flicker intermittently when I have the switch on, however it is not everytime and is random it seems. I was readying about a box being velcroed underneath the steering wheel, but for the life of me I can’t find it.
