2000 Cherokee Sport Not Starting

2000 Cherokee Sport Not Starting
Hello, I'm new around here but I have looked everywhere for help on this subject. I have a 2000 cherokee sport from new england and it recently stopped starting. I had very little gas in it one day, i stopped filled up and then parked it at my apt, and there it sits now.
When I go to start the car I turn the key and the electric systems and radio come on, but if you turn the headlights on and turn the key they don't dim, which I have read means its a bad ignition? But I also tried jumping it, and also hitting the starter with a wrench while turning it over.
The main thing is you can hear almost an electric whining from around the spark plug area, but thats about it when you try to start the car.
Any more ideas before I break down and go back to the shop? I got a new battery and an idle air control monitor about a month ago.

exactly. two bolts and two small nuts and its off. super easy. You can rebuild it yourself it turns out to be the problem
also check your connections at battery. had a similar issue and it was a corroded wire

I tried for about 2 hours to get the solenoid nut off but its too rusted and stripped now. i had to break down and bring it to the shop, ill post what the solution is thanks for the responses.

I had this happen a couple weeks ago, turns out it was just loose battery connections. I cleaned the terminals and wires and it started right up.
