Default 1998 Right/Pass side Hi beam out.

Sorry, I put this in the modified section first...
Hello all, I have been working to trace an issue with my 98 XJ. The Right/Pass side high beam does not work. I just checked fuse 16, and there is no power. Does anyone know an the next place to check upstream? Stock wiring. Thank you! HELP

Still have stock sealed beam headlights? They have two elements in them. Just one can burn out....
