Hey new on this site, I was wondering if someone could shoot me a wiring diagram or give me the specific location of the power window/door lock fuse system for a 98 cherokee

fuses are fine im relatively sure based on the wiring diagram above. I checked all fuses under hood and interior.

my passenger door lock is the only one that works and it controls all of the other locks. no windows work.

advise

Master control switch on the drivers door. They are notorious for malfunctioning and cost an arm and a leg to replace at the dealer. Getting one from the junkyard is a crap shoot on if it will work properly.

With a digital multimeter check to see if there is a link between the drivers door and the other doors. On my fluke it's the one to check diodes. It beeps of the wire is good and will not beep if the wire is broken.
