Replaced battery and starter. Still no crank without start. Negative lead gets warm even though starter won't crank... leading to belief of a short.

Tested for parasitic draw. Reads .09 with car off.. While key in ignition and in on position. Reads 2.8 amps. 1amp of that is the seatbelt/buzzer/etc, as I confirmed by pulling that 7.5 fuse.

Any ideas?

Did you check and clean your grounds and battery cables? If it starts when connected to another battery, try just connecting the cables (other car completely off) and starting it - I'd bet it'll start and if so, it's because you're getting to ground on the second car but not your own - clean and tighten cables and if that doesn't work, replace the negative (and positive while you're at it) cables.

Add another separate ground wire to your block and frame from the battery. Then try it.
