Default P/S Pump Whine

Hi guys, I recently replaced my P/S pump in my 2000 Jeep XJ, along with the lines, reservoir, steering box, and steering box spacer. I bled the system by jacking up the front tires, and slowly turning the wheels. The P/S fluid level foamed up, and after 10 or 15 minutes stopped moving up and down and leveled off. I topped off the fluid, and called it good. The pump now whines when making sharp turns, even though it has been bled. Did I do the bleeding process incorrectly, or could I have gotten a dud.

What kind of oil did you put in it. It is not supposed to foam

I could see the fluid level rise and lower, along with the fluid bubble slightly and I was bleeding the system

OK, that is different than foaming which would indicate the wrong oil
