Default '00 Jeep Cherokee D.I.D

So my 2000 cherokee sport is just sitting dead in my driveway(d.I.d). Here's what's wrong with it. It cranks and turns over but doesn't start. As it's cranking the voltage drops to slowly to 0. I haven't found any threads on the internet about how or what is wrong with it and I despritly need help. So far I changed the crank shaft position sensor, the ignition coil, and the battery the asd and asd relay with no avail. I've been racking my brain to figure out what could be next. The check engine light did come on and the code read 1389 which is why I checked and replaced the asd. If anyone knows anything I could do to fix this I would really appreciate it. I need to get my jeep running for work.

I dont have any tests for it, but my guess is the wiring between the ASD relay and the PCM, or the PCM itself. Maybe the battery? Was the battery running on a full charge?

Yeah I just had a new battery put in too. When I turn the key the car drains down to 0 volts

that must be a bad connection,batts dont often go to 0 v.

would that be bad battery ground? Or could it be the pcm going bad? I know it's a common problem

You can't go wrong cleaning up your connections. Pretty close to free, and solves a lot of problems. Flaky grounds can make mysterious things happen.

I'm not saying that's it, but that's a good place to start.
