Never seen a 96 XJ with a swing out, it's a lift back and there is nothing to mount it to as the hatch covers from side to side. Are you sure it was an option?

I dont know. I seen a couple Cherokees around with factory rear bumpers and swingout tire carriers. Its been awhile since I seen one though so I cant remember how it mounted. But I thought it was mounted to the bumper.

I would have to see it myself, can't even picture how it would mount to the bumper. But I would say it's aftermarket, not stock.

There's a guy in the chat section that just found a swing out tire carrier. Mounts in front of the tail light. Looks freakin awesome, never seen one til the, now I want one too.

I'd be happy if I could get it out of the back of my Jeep. I went to the JY looking today, nothing of course. Would like to see one up close, might be something I could take an existing one (saw a couple on pathfinders that looked like they would work with the right set up) and modify it to be like the ones listed on here today.

there are 2 styles(factory) 86-89 style which attaches to the side of the jeep AND the bumper. It is the more common one but really not a good idea for tires larger than 32. I've heard of it cracking the body on the side where it mounts.
The other is 90-? mounts ONLY to the bumper. Rare and in demand. I have one on my 91 with worn out bushings as well as it is cracking where it attaches to the body. These bushings wear out faster than the other style and can be purchased from the dealer for around $50. There are 4 bushings there are 2uppers and 2lowers and are about $10/each.
