The Harbor Freight winches are made by Chicago Electric.

Now they do. They only acquired the Badlands name in the summer of 2011 IIRC.

Some stuff is and some stuff isn't. I got a tool cart from them after shopping around for a while. The harbor freight one was cheaper and built much better than the craftsman, kobalt, husky, and northern tool carts I looked at. The tool cart has all the nice features.... greasable wheels with brakes, a handle, a side shelf, locking drawers/top lid, the finger latches on the drawers that stop the drawers from opening when you roll the cart around, hydraulic lift struts, and ball bearing drawers. When i say it's built well, I mean it. Even with my 200lbs+ of tools in it I can still sit on one of the drawers without a problem. There isn't a single part on it that is flimsy or weak. I have absolutely 100% no regrets about buying it. They have some cheaper models of tool carts that aren't worth half the price they're selling them for, but the one I got and one or two others they carry are top notch. You just have to know what your getting when you buy something from harbor freight.
