Bumpers do come painted as shown, no the D-ring tabs are not welded both side, but have been champhered and have good penetration into the base metals. I would have to guess that from the face of the weld to the base of the root, probably around 5/16" to 3/8". I can look into extending them through the body of the bumper and welding them on both sides if you preferr that. My number is 269-377-2294 and my name is Ricky.
