If that's not the style you're looking for we can get others, but this is a De-Sta-Co 2000 Lb latch, we've found they're a lot higher quality than the off-brand part. $30.00 including shipping anywhere in 48 states.
Edit: This one looks more like the one on your tire carrier, I don't have contract pricing on this part so it would be a little higher at $55.00:
