Yes it comes with a D Ring tabs, I have not installed them on mine yet...

I ordered your hnt sye kit and it came with no instructions and missing hardware

What hardware was missing? This item ships from Iron Rock.

There was no lock washer for the yoke but iron rock instructions don't mention one so I guess I'm ok

Ya you should be fine, I do recommend some red locktite though.
