Find enough people to do a "group buy" maybe with some sort of deposit. I think, at the very least consider Making sets of the mounts, and sell those? Maybe have a couple of DIY "kits", parts etc. Maybe a "Hitch-based" setup similar to the pic you have before closing up the bumper. Not all MJ's are created equal so specific mounting width may differ.
My MJ had a utility bed on it, and they added/welded some steel angle plate on the back. So, I think that my factory holes are covered, which means my mounting width would be different than stock. The ends were a PITA enough to cut off. I do not want to have to try and cut off the rest of the plate. I would definitely be interested in a pair or 2 of those mounts though.
I figure I could drill/tap the existing steel to bolt the mounts, and make my own hitch/bumper.

ive kinda got it all set up here (if you can sift through everything) ive got the brackets ready to laser out. im waiting on my final price then ill let everybody know how much theyll cost and when theyll be done.

In a funny turn of events... I actually pulled my hitch off an MJ at a you wrench yard and the MJ had a factory D44 rear also.... At the time i was kicking myself because i couldn't remove the D44 that day as well and left it... Came back the next weekend and it was gone and literally thought "Well $h!t ! I passed up a "rare" D44 for a factory hitch" At the time not realizing how tremendously difficult these hitches are to find.

i have more hitch plates made and am building more!!!
price has gone up from $180 to $190 but this includes the longer bolts you need that i was selling for $3 extra and now the tube that the ball slides into doesnt have a seam so you dont have to grind it down...

i currently have a 2 day lead time so it takes about 5 days from when you order it to get almost anywhere in the country.
