I make a heavy duty version (20% thicker) for this purpose. The HD one is $30 shipped instead of $25 shipped for the standard duty mount!
Comparison below. Standard on the left, HD on the right:
I would definitely recommend the HD version for the flag, but I've also had no reports of issues with small flags on the standard version.

So, only 1 bolt holds this on? Does it move back & forth at all or does sitting on the tail light keep it from moving left and right? (did that make sense?)

That's right, one bolt holds it on. It sits flush with the tail light, which keeps it from moving. The weight of the antenna itself keeps a constant gravitational force on the mount too, so there's no wiggling when your bolt is tight.
