what about Rugged Ridge header? the price seems reasonable.

2000 uses a two piece, front and rear header.
The Banks isn't all that more expensive than other headers for 2000-2001 and the price includes both the front and rear header, while some of the others have separate prices for the front and rear.
The Banks appears to be closer to a performance header whereas some of the other brands appear to be closer to a stock header.

do these really make a difference over stock or is it the stock fails too often and you are looking for a reliable header?

All by themselves? Little to no difference. Used in tandem with other carefully-planned modifications? Depends on the mods and how well-planned it all is, but there is the potential for a good header to be a key part of the puzzle, yes.

Jeep at one time had an OEM performance header and cat-back system. It was discontinued for the XJ. I believe it was usually installed for off-road and perhaps on-road racing XJ's. Jeep OEM the last time I checked still offers some performance hardware for the Grand Cherokee.
I'm not certain how well a performance header works if you don't do other modification such as to the intake. Perhaps installing a larger or performance intake along with a performance header you may see more significant performance.
