I agree. OP needs to measure from the axle to the frame to see if it is actually leaning or if its just the fender.

Either there is something wrong with the springs or the way you have it set up or....or......your body/frame is racked/twisted.

How is the fitment at the doors?

Mine sits the same way. Noticeably lower on the passenger side.

I see a half inch difference between the sides if you look at the bottom of the flare

I did measure the difference at the frame and is about 3/4 of an inch. It is not a real problem but I notice it ever day when walking up behind my jeep and after spending a good amount of money to lift it would like for it to be level. I was mostly looking to see if there was a way to get it level without getting new leaf spring since these are basically new. I know putting a block under that one side would be a bad idea, but would buying a fully adjustable shackle and set them at different lengths any better of idea?

It ain't the springs. The Jeep was leaning before the lift.

Add more weight to the other side of the vehicle and/or add a leaf spring from your old pack.

I measured the frame and from side to side it is very close so I did not rotate the leaf springs but I would still like to make the jeep level. From the back of the jeep it looks unlevel and from the side.

From the back of the jeep it looks like a lot more. Just to test it I put a 3/4 inch block on just the passenger side and it was level looking from the back.

That is because your fender flares are not even.

From the back you can not see the fender flares.
