Bumper to act as a class 3 hitch?

Bumper to act as a class 3 hitch?
Im looking to upgrade from my class 2 hitch to a class 3 for my cherokee. I want a new rear bumper and figure Ill get 2 birds with one stone. Does anyone know of what companies make a bumper that works as a class 3 hitch, as in weight/pulling capablities. Ive kinda been looking at Nates 4x4 rear bumper. http://www.nates4x4.com/product_p/xjr.htm
Anyone have suggestions? or is this something I want a dedicated class 3 hitch for?

The thing that would concern me is the metal tube is only 1/8 thick. I'm not sure how thick an actual hitch receiver is.

Im thinking the rare occasions I have to tow a small car(like geo tracker/ford festiva/jeep wrangler) to the junk yard or my house as I dont always have access to a truck but I can always get a trailer. Yes I tow that with a class 2 and yes I know its a bad idea.

Nates4x4 is one of the very few that ties into the frame rail. However I would not put 500 pounds of tongue weight on it because the tie-ins do not help much with the 'vertical load'. But pulling will not be a problem.

First hand experience with this bumper - it's a quality piece. Mounts to the Jeep with all the bumper bolts and all the trailer hitch bolts.

Flat towing and pulling a car trailer are 2 different things. I still can't find a bumper that's actually rated so right now it's looking like I'm getting myself a class 3 hitch and either building or buying a bumper.
The festiva weighed about 1800 pounds and a bit more than half was on the class 2 hitch. And this summer it sounds like me and a friend are going to Florida and I'm towing his Tracker. So I need a good hitch.

To tow with a bumper hitch, I suggest incorporating box tubing that slides into frame-rails. Tube should extend through bumper, not just welded to face.
There is about 8" of height difference between a bumper hitch and a frame-rail hitch. Bumper may require a receiver drop.
