Did you take it to someone or a shop that knows what they are doing to check them. Brakes are nothing to fool around with if they aren't working its a safety issue. As old as your XJ is everything on the braking system needs to be checked out and the drum turned.

When I got my 99 the first thing I did was a "complete" brake job with everything replaced that was questionable, cheap no, done correctly, YES!

I took it to a self shop on post and had one of the mechanics there come look at it with me. Said I will need new pads soon so I'm not going to do those I'm going to take it in and pay to have it done that way they can double check everything.

Very good idea to have the complete system checked, fluid drained and replaced also.
