I have the steel black rock krawlers and when they get a scratch or to that cheap walmart gloss black in the blue can works fine. .96 a can! Covers the dings and scratches just fine.

On the jeep... I tried the whole card deal (playing cards stuck around the wheel behind the rim) but that didn't work real well for me, so I just took a piece of cardboard big enough to cover half the rim and made a spray shield out of that. Just lay it on the rim and hit it a few times with the flat of your hand and it'll mark the cardboard making cutting it out a sinch. If a little does happen to get on the tire it's no big deal and washes off within a week anyway. I also took my center caps off as I thought it gave the wheels a much more aggresive look.

I was lazy doing mine and didn't sand or prime. I just cleaned them up and sprayed two coats of rustoleum hammered black. They look good, have gone through rocks and trees with minimal scratching. Only two or three chips total in 2 months, not bad for a half-arsed paint job.
