With the exception that the bolts are 7/16", but they are spaced 1.5" apart. I will take pictures and post up how I made them when there done.
For now:
2"x3"x3/16" box tubing
5.25" Long
Original holes are 7/16" spaced 1.5" apart.
New holes are located 1.875" inward.
2 threaded standoffs inserted into the tube and tacked
2 spacers inserted into the tube and tacked.
Box the ends and weld.

Just placed a few orders to get some parts in hand!
Going to run IRO Crossmember.
Built in TC Drop NO SYE & bolts on until I can invest in a welder and some frame stiffeners.
Also purchased a Super Lift Pitman Arm Drop for a Wagoneer.
This will keep my steering angles in check from what I understand.

Thought I was going to have to get the new arm reemed out, but it appears it already has the correct taper.
Also here is the comparison between the stock XJ arm.
Has the same amount of drop as the stock XJ but longer so I don't loose turning radius with the D44.

Parts still arriving!
Solid D44 cover showed up.
Also, I got some thread adapters to try but have decided to send them back. Going to start working on the arms his weekend.

Pulled the arms today, post pictures tomorrow.
What length should the arms be? I'm going to run Jonny Joints . So I'm shooting for them to go between 37" & 39"
Also, I understand I can get different degree C bushings. I see people running 7 degree is this good?

As promised here is the pics:
So the previous owner home fabbed these arms.
They don't seem to bad as he even plated the C. I'll be cutting off the back and using Johnny Joints.
So onto the question of length... I've seen people say they should be between 37 & 40 depending on where they are mounted.
His where right at 38" as you can see...
Or do you measure them this way?

No, I don't lick fish.
I'm not sure how their supposed to be measured, but I think the guy did a pretty good job on the home mod. I was expecting a train wreck when I read your description before I saw the pic. Seems like they'd give him a pretty good droop.
