Surco makes a great rack and if you shop around, you can get a good price on one.

interesting rack, but alot of wasted space.
square things won't fit in round corners very well. ends up being real frustrating.
if you're crafty and good with a welder. design one that will suite your needs. you can copy the mounting points from a pro built rack.

Look at those racks
Roof racks are great. I like the one from Kevins offroad. All the features with out having to buy the additonal parts (Like shovel mount, light tabs or mounts, hilift jack mount, tire mount, oh and most important the roof mount kit). Also it is designed for the cherokee and Grand Cherokees.
Two things though if daily driver and what ever roof rack you use. look at slight fuel change in the negative, wind noise depending on how close to the windshield the rack sits.
Cheapest roof rack though is to build one your self if you have the equipment or access to the equipment and the skill set to build.
