I have a 99 wj with 4.7

I just put a reman engine in and I am getting this code. I have replace both sensors and the problem is still not fixed. So I tested the wires and got a 5v reading when I probed the outside pin and the middle pin. I went up to the c1 connector and tested the pin and everything tested out ok. But when I was under the jeep the I tested the grounds that I attached to the passenger side of the bottom of the block and the one closest to the starter that has 4 wires but split up in to sperate ground connections. One had a good ground of 12v and when i tested the other ground connection I got a very low volt reading that seemed to kind of jump around. So I think that has a bad ground connection tom I am gonna try and jump the bad ground connection to the good ground connection to see if that helps or fixs this bad ground. But would this bad ground becausing all my p1391 problems.
