Newbie with a part-time 4wd question

I've had my GC Laredo for close to two years. Last winter I put it in 4WD and didn't like that it took so long to come out of part-time 4WD. Took it to Chrysler and was informed that this was just a Chrysler design. Ok, so the first weekend of December, same thing, we had snow I put it in part-time 4WD to go to the store. And came back home no problems. Next morning, put it back into 2WD and it would not disengage. Ok, had this problem last year so drove for about a mile, taking foot odd accelerator and back on. It would not disengage, as a result it blew apart the CV joint. Chrysler now doesn't want to pay for it because it is out of their 7/70 warranty. Seems to me that since I had it in there in March complaining about this, Chrysler would want to make it right. Anyway, my two biggest questions are, why did it not disenage out of PT 4WD and what caused the chain reaction to blew apart the CV joint. My owners manual is in the Jeep at the dealership and I really would like to have the number for the Regional District Office in my local area, I live in VA. If anyone can explain this to me great and if you can provide me the phone number to that would be even greater.
