Look at where the pads mount to the anchor, is that area worn or grooved where the brake pads sit? Either that or look at pins that mount the caliper to the anchor, those pins can wear, also the cavity the pins go into on the caliper can be worn too, caliper pins can be replaced and/or caliper too.
If the anchor area for the pads are worn/grooved which is pretty common then higher quality brake pad sets should come with shims that address this issue. I am pretty sure wagner thermo-quiet and maybe the upper end bosch pads come with them, probably some other brands too but those two should be easy to find. Have the parts guy open the box and see if shims are provided, there may also be instructions that explain the issue/fix.

Adding to what jnicewan said, I've had pretty good results with 'CRC disc brake quiet'. I've found it best to let it 'skin over' a little bit before I install the pads. Of course, this is no substitute for jnicewan's suggestions. It won't fix worn out steel parts.
