whistling noise up front

whistling noise up front
The past few day this whistling noise up front has gotten worse. I sound like a turbo diesel coming down the road. I think it might be the in-ex gasket but it does not get louder upon acceleration and there is no typical exhaust tick. I just replaced my water pump with a new unit from NAPA and my idler pulley is roughly a year old.
Any thoughts would be great.

I get this noise from time to time too. Especially when its cold. I thoguht it was my serpentine belt but I have no way of telling for sure, as when I changed the belt it got warmer out.
