Once I get down below a 1/4 tank mine comes on. It's supposedly supposed to come on when you only have 2.5 gals left. I fill mine up when it comes on and can only put in 15.5 to 16 gals at max on a 20.2 gal tank. That's after its been on for a while. Which means mine cuts on about 1.5 gals to soon and I still got 4 gals left when it comes on. You got to figure the gauge on mine has been working for 14 some odd years? It's probably going to get a little of calibration sometime.
Solution:
1) Reset you trip meter on a fresh tank.
2) Fill it up once your gas light comes on.
3) How much gas did you put in? Subtract that from 20.
4) Take then same amount and divided it from the miles you've traveled to get you mpg.
5) Do it a couple more times and take the average to get about you average mpg and when you light comes on.
I usually take it as I can drive an additional 40 miles to find a gas station when my light comes on. I get about 16 - 17 mpg and usually still have about 4 gallons left in the tank.
Hope this helps you...

I used to do this with the corolla I had for the past 4 years, and I'd get about 24-28 mpg and have about 3 gallons left when the light came on
~10 gallon fill-ups made it real easy to keep track of average mpg
I'm glad to see that my Jeep is normal with regards to the gas light
I'm sure I"ll figure out my jeep's quirks soon enough
[edit] why'd I switch from a Corolla to a XJ, you ask?
the corolla needed about 2500 bucks worth of repairs so I found my jeep for cheaper than that
haha
